Understanding Adams County Releases
Leaving the Adams County Jail does not always mean leaving government custody. A person may go home under a court order, finish a local sentence, enter court-authorized home detention, or begin probation. The same person may instead move to the Illinois Department of Corrections, another county, the U.S. Marshals Service, or immigration custody. The county's public Daily Population Sheet only reports a current morning population. Once a name is gone, the sheet does not state which of those events occurred.
Terms matter. A community release ends physical jail confinement, though court conditions may remain. Parole and mandatory supervised release, often called MSR, follow state-prison custody and keep the person under IDOC supervision. Probation is imposed and supervised through the local court system. Discharge generally means the sentence or supervision term has ended. A transfer means custody continues with a different agency. For an accurate result, record the exact agency term instead of turning each outcome into the word “free.”
Adams County Release Paths
The right record depends on the path out. Court records can establish the legal order, while the jail record supplies the physical release time and destination. These sources answer different questions and should be read together.

Adams County Bond and Home Detention
The official Adams County Jail page still lists telephone and Circuit Clerk or after-hours payment channels for matters where payment applies. Illinois's current pretrial framework makes the actual court order controlling. Older warrants and cases may use terms that look different from a new pretrial decision, so no one should assume a payment alone guarantees release. The jail page lists an additional $15 after-hours fee at the Quincy Police Department entrance.
Electronic home detention is another distinct result. The county describes it as GPS-enabled home confinement that needs agreement by the State's Attorney and defendant plus judicial approval. The published cost is $15 per day or $105 weekly, with $105 due at installation and payment by debit or credit card. EHD takes a person outside a traditional pod, but it is still court-authorized control. It should not be described as an unconditional Adams County release.
Adams County Release Record Fields
A useful release record connects one person to one custody episode. Name alone is not enough. Ask for the booking number or Adams County number, admission data, the exact release event, and any receiving agency. The public population PDF does not supply these release fields, so a historical answer may require the sheriff's jail-management record.

The court docket can add the order, case number, disposition, probation term, or IDOC commitment. VINE may add a custody event. Neither replaces the sheriff's timestamp. Ask for the associated booking photograph separately if it is needed for identity confirmation, because images can be stored and reviewed apart from the release entry.
Request Adams County Release Records
Adams County routes public-record requests to the department that maintains the item. For an adult jail release, use the county FOIA routing page and the Sheriff's Office form. A focused request is faster to search and less likely to sweep in exempt information.
- Identify the person by full name and date of birth or Adams County number, if known.
- Give the approximate booking date and ask for that discrete booking/release episode.
- Request admission and release times, release disposition, and the receiving agency or destination if transferred.
- Ask for an electronic copy and request that nonexempt portions be released if part of the record is withheld.
- Request the booking photo as a separate item only when needed.

Illinois Rules for Adams Releases
Illinois FOIA, 5 ILCS 140, governs access to records held by public bodies. A noncommercial request generally receives a response within five business days, with a permitted five-business-day extension when the agency gives written notice and a reason. The first 50 pages of black-and-white letter or legal copies generally carry no charge, with limited charges after that; actual reproduction cost can apply to other media. Electronic delivery often avoids copying costs.
Access is not unlimited. Juvenile, medical, active-investigation, safety-sensitive, private, sealed, or expunged information can be withheld or redacted under applicable law. FOIA also does not set retention periods. Illinois local-record schedules and approved disposal govern how long a county record remains. If the event is old, ask whether the jail-management entry still exists and request the applicable approved retention schedule.
The Arrest Reports Act, 5 ILCS 160/4a, includes receipt, discharge, or transfer time and date among required arrest information when a person is incarcerated. Its general 72-hour media-access rule does not create an Adams County 72-hour release webpage. It supports a request for existing underlying fields. An agency need not create a new report that it does not keep.
Property After an Adams Release
The Adams jail rules draw a practical line between release and prison transfer. Secured property is returned to the person upon release. When someone is sentenced to prison, the jail instead holds personal property for 30 days before destruction, and the person may name someone to collect it. That different process reinforces why an IDOC transfer is not a community release.
Published pickup directions call for current photo identification and direct the collector to the Broadway side at the Quincy Police Department entrance. County pages have displayed different pickup schedules, so confirm the current period by phone before making the trip. Property handling is a clue about the route out, not a substitute for the booking/release record or receiving-agency confirmation.
Find Released Adams County Inmates
A missing name from the morning population PDF proves only that the person is not shown on that snapshot. It does not reveal release, transfer, or timing. Use this custody-aware sequence:
- Decide whether the episode was local jail, state prison, federal, immigration, or juvenile custody.
- Use the Adams population sheet only to check whether the person is currently listed. Note that it updates around 6:00 a.m. and can lag all day.
- Search Illinois VINE by name or ID, then match the reporting agency and identifiers.
- Open the Adams criminal docket and look for a release order, dismissal, sentence, probation, conditional discharge, mittimus, or IDOC commitment.

IDOC Search for Adams Releases
The IDOC Individual in Custody Search covers Illinois state commitments, not every person booked at the Adams County Jail. Search by IDOC number when possible. A name or birthdate search is broader, so verify the IDOC number, birth information, physical descriptors, commitment county, offenses, and sentence before relying on a status or date.

IDOC says public profiles remain for people incarcerated or on parole and disappear after sentence completion. Why Adams Releases Leave the Roster
Adams County publishes a generated Daily Population Sheet, not an interactive roster with a released tab. Its fields include a front mugshot, name, charges, bond, court date, time, courtroom, Adams County number, and custody descriptors. It has no release date, release reason, destination, or public archive. Descriptors such as DOC Hold, IDOC Writ, Out of County, Court Order, and Warrant Arrest show why simple before-and-after comparisons can mislead.
No official rolling 24-hour or 72-hour Adams release view was found. A person who leaves at 7:00 a.m. may remain on that morning's publication, while a person removed between PDFs may have transferred. Use VINE, the jail line, the court docket, or a narrow records request. The official Sheriff's Office app offers tips, reports, news, and public-safety information, but its published description does not promise an inmate search or release feed.
Adams Release Orders on Judici
The county's court-search page redirects to Judici with Adams County selected. Search by case number when available, or match a name result with charges and dates. The case search can explain the legal authority for a release or transfer, while the sheriff or VINE supplies the physical custody event.
Adams is one of eight counties in Illinois's Eighth Judicial Circuit, but the Adams Circuit Clerk remains the record owner for an Adams case. A court order may precede detainer checks, paperwork, transport, and property processing. Pair it with the jail timestamp. If the docket says mittimus, DOC, or commitment, verify an IDOC transfer instead of assuming the person went home.
Sealed Adams Release Records
Illinois expungement and sealing can lawfully limit public access. Sealing generally removes a name from the official clerk index and restricts access while the record remains maintained; expungement has a different statutory effect. Eligibility depends on the disposition, offense, waiting period, later history, and statutory exclusions. The Illinois Courts forms and Easy Form resources provide the official starting point.
A missing Judici case does not prove that no arrest, custody episode, or release occurred. At the same time, protected details should not be reconstructed from unofficial caches. Ask the originating office what can lawfully be disclosed, and respect a seal, expungement order, juvenile restriction, or other access limit.
Supervision After Adams County Release
IDOC Parole Division supervises people released from state prison on parole or MSR. Adams County Probation belongs to the judicial branch and supervises people placed on probation by the circuit court. The Illinois Prisoner Review Board makes specified parole, MSR, and revocation decisions, but it is not the local reporting office. Check the IDOC profile and VINE for a state release; check the Adams docket and sentencing order for probation.
A parole or MSR status means physical prison custody ended while supervision continues. Discharge is a later endpoint. Adams Jail Work-Release Status
The official county page says the 192-bed Adams County Jail opened in 2020 with eight pods and a separate work-release section. That design matters when interpreting physical location. A person taking part in a court-approved work-release arrangement may spend time outside a pod without completing the sentence or receiving final discharge.
The same caution applies to electronic home detention. Community presence is not proof that all custody or court control ended. Use the sentencing order, program terms, and release record to describe the status precisely.
USMS Adams Release Checks
The Adams jail page expressly says the jail cannot confirm information about USMS inmates and directs those inquiries to the U.S. Marshals Service at 217-429-4227. A federal detainee may occupy a county contract bed, then disappear from the county sheet because USMS moved that person. The local jail is not the authoritative source for the next federal location or status.
For a sentenced federal person, use the BOP Inmate Locator by register number or name, then verify the displayed identity fields. “Not in BOP custody” does not rule out state, local, immigration, or later custody. The official locator screen shows the available federal search routes.

Getting Home After Adams Release
Quincy Transit's official routes page says fixed routes and paratransit run seven days except Thanksgiving and Christmas. Published weekday fixed-route hours are 6:00 a.m. to 6:00 p.m. Several routes originate at 7th and Jersey, a few blocks from the Vermont Street jail and courthouse complex.
The city does not promise a jail-door stop or release pickup. Check the current route map and schedule, consider the actual release time, and arrange a pickup when needed. A court order can be entered well before processing ends, so a ride based only on a docket time may arrive too soon.
ICE Transfers After Adams Release
An ICE detainer is a request for notice so federal officers may assume custody. If Adams County turns a person over to ICE, the local custody episode ends but government custody continues. The ICE Online Detainee Locator System accepts an A-number with country of birth or biographical search data. Some records may not appear due to age, safety, processing, transfer, or other limits.
ICE states that ODLS includes people currently in ICE custody or released from ICE custody within the preceding 60 days. That creates a real, limited recent-release window, unlike the county's nonexistent 24-hour and 72-hour feeds. When a known ICE case is not resolved online, use official Enforcement and Removal Operations contacts. Call the event a transfer unless ICE confirms community release.

Adams County Release Facilities
Each facility has a different release path. The adult county jail uses the sheriff record, VINE, and court docket. The juvenile center uses authorized court, probation, counsel, and family channels, with no adult-style public roster. IDOC applies after a state commitment, while USMS and BOP own federal status.
